Kolpak Rule in Cricket
Citizens of countries which are part of EU(European Union) association agreement treaties also have the same right enjoyed by European citizens. Which means that, citizens of various countries which comes under the agreement, can represent European country as citizen but with working in the country for 7 years and earn the citizenship of UK.
This rule was amended in 2003, when a handball player, Maros Kolpak, were dropped from the team, as there were already two non EU players in the team. He went to European Court of Justice and said that he was citizen of Germany and also has the citizenship of countries which comes under the treaty agreement. Court gave judgement favoring him.
African Caribbean and Pacific( ACP) have agreement with EU. So players from Zimbabwe, South Africa, West Indies and other players of countries under this agreement came play for England county and also represent England national cricket side, but the rule is that the player should have represented his country for a few number of matches. He should have played for his country for past 12 months. Then, he can play for England County cricket. For representing national side, he should have worked in England for 7 years which was increased from 4 years in 2012.
While playing for England county cricket, he can't able to play for his own country. He can play in any other domestic cricket but it should be off England County Season, which means that England County should be his first priority.
Players opt to play England County cricket over representing their own country are due to various reasons. The pay they get is high in England County Cricket over when they represent their nation. In South Africa, there is a rule that 5 Whites should be playing in the playing 11, which picks of chances of many. Some, play during their business end of their cricketing career, for the love towards cricket, while some due to negotiations with their own cricket boards, while some young, in earning money play cricket from English County.
